Well, not exactly free unless you have the right sized washer lying around, but under a dollar for sure.
I have used this mod on 3 out of 4 KLR's I have owned and it made a big difference. Works well with or without a slip on. All it involves is drilling out the carb slide, shimming up the needle, and adjusting the mixture screw. You don't even need to remove your carb, just loosen clamps and rotate. 1/2hr max
