FYI, I just called International and James checked all the FE models he had and they all say comp use only on teh compliance sticker. Too bad.

I spoke w/ Jason today and he said it only says that on the end of the sticker and it was easy for him to take a razor and cut it off cleanly. His is plated.

I think the key is with the proper NVIS this bike had never been "modified then submitted for the purpose of inspection"

I agree that in the case of your bike, this is likely not an issue. I had a look at the decal on my DRZ (S) the other day, and it's still legible, but is looking a bit worn.

My comment was more that under these new regs a new bike being registered for the first time with an obviously modified compliance sticker may turn out to be a problem, either now or in the future (ie during a claim, as you have to certify when you buy your policy that all information given is complete and correct).

None of the fine details of the RUM changes are entirely clear (at least to me) so I guess we will have to see. Hopefully this is not an issue.

This is getting so confusing I don't know who to believe. I spoke to an acquaintence of mine that works at ICBC regarding the recent changes. She told me it's very easy to determine if a bike will qualify to be road legal or not. Basically, she says that if a bike does not come from the factory "ready for the road" (her words meaning factory installed lights/turn signals/horn/etc/etc) then it will NOT be insurable. I then asked her what if you bought a bike & used all factory parts to make it road legal & she told me again NO because it would not be in their "road legal"VIN database. As a test I gave her the VIN of a 2010 Husaberg FE (I had itstored in my Blackberry) & she texted "NOT ALLOWED' to me the next day.

The NVIS form is for convenience intended to speed the registration process. Many years ago, we actually had blank NVIS forms from Honda Canada that we filled out by hand for instances when the original had been misplaced. They don't prove compliance.

Check the Transport Canada web site about CMVSS labels. It has to have one of those affixed to the vehicle by the original manufacture bearing the description MC.

Hello everybody been reading alotof posts and checking out pics from this site. I actually bought a left over 2008 550 fe and registered it. The funny thing was I had it done 4 days after the icbc bulletin came out. It seemed like a piece of cake just gave my NVIS to the mobile insurance guy at the dealer and he produced a Real ICBC copy of regisration from it. I have been reading alot of ideas and facts but it even say on page 19 of my owners manuel it says"ON THE ROAD" approved models FE/FS are only allowed on public roads in the original throttled version. Dont really know what it means but thats what it says. I remember it said on the NVIS sheet that it was a KTM but came out as a husaberg on my reg. Oh yeah by the way its a awsome bike.

I was told by my ICBC agent that as long as the NIVS form does not have anything like RUM Restricted Use M/C or Off Road Use Only he can go to the next step which is checking the VIN plate, if that doesnt have something like the above. Your good to go.

Who Know?

Your thread compelled me to finally sign up to this site!....I have just been fighting with ICBC AND CVSS about my GASGAS...I have an 07 450FRS...come from the factory with all the lights, speedo, hi/lo beam, horn, etc...but the VIN decal does not indicate what type of motorcycle it is (RUM or Comp or MC), so I had ICBC AND CVSS actually come to my house and inspect the motorcycle and they deemed it not for highway use...therefore I can't get it plated. I even had a letter from the factory in SPAIN!!! indicating it is safe for public street use...AND I had NVIS form from the importer! Still they would not allow my bike to be insured.
The inspector told me that ICBC will start cracking down on bikes that have been converted to street legal and getting them off the road. Some of my friends ride a KLX and XR650R, they are plated and insured but the VIN decals say they are "competition use" or RUM, so some time in the future they will most likely have problems re-insuring their bikes. That was the heads up from the CVSS inspector.
So now I have a GG450 with all the stock street stuff on it and I cant ride it on the street. My buddy sold his 07 berg because of the same issue and bought a KTM EXC since that is one of the few bikes that say "MC" on the VIN decal. I just wanted to share my frustration and give everyone a heads up. Cheers!

Damn Chinaboy that absolutely sucks. I feel really bad for the situation you're in & can sense the frustration you must be feeling. Is there an avenue you could take to appeal the ICBC decision? All I know is if I was in your place I'd trying any/every-thing I could to get it plated. Has there been another 450FRS that was plated? If so, what about asking your GAS GAS dealerto go to bat for you?

I know this may sound stupid, but even taking it to another autoplan agency or having a different agent look at itmight yield different results. Asking questions at many of my local shops, it seems to me that the agent is key to getting plated. Heck, when I was at a local KTM shop they had just rolled a 300 XC-W 2-stroke dirt bike, all plated & insured for the street.

This threadis repeating a lot of discussion on the topic of RUM bikes.

You can find all of this information on line at Transport Canada.I hope my interpretation is reasonablyaccurate and helps clear the mud.

What makes a bike street legal is not up to ICBC, BC Motor Vehicles nor the commercial vehicle division. Street legal compliance is determined by Transport Canada (TC). It is up to the importer to prove to TC that the motorcycle being imported is compliant through product evaluation and testing. Once the supporting proof of compliance is accepted by TC they will issue a model specific compliance label stating the vehicle is a motorcycle (MC). These labels are then go the original manufacturerto be applied to thevehicle in the prescibed location prior toexport.

Motorcyclescan be imported without meeting street legal compliance as a Restricted Use Motorcycle (RUM). These also are supposed to bear a compliance label installed at the factory but the specific requirements are not as difficult to meet.

Once it is imported under one or the other of those compliance levels there is no going back. It is what it is.

There appears to be major inconsistencies in the registration process so if you are lucky enough to get a plate on a non-compliantbikehope, like many of us, that(speaking of Halloween:Stir) they don'tdecide to go ona witch hunt.

Inspection stations have been instructed to not inspect a vehicle without the Transport Canada CMVSS MC label.

ha ha!....I have been racking my brains out looking for loop holes. There are a few questionable options...but I'm not sure if its worth all the hassel since I would only be using it about 5% on the road...like when I get tired of humping my bike over log crossings and falling in the mud, then I may be looking for the nearest road to tuck my tail between my legs and get home. I have tried 4 different autoplan brokers...funny...they all wanted different documents, I was never denied for the same reason twice! ha ha! maybe that will be my winter project....

I talked to the GASGAS importer for my bike, they told me transport canada would certify a bike for $50,000....and of course the cost of destructing one bike. But it would only be valid for that model and for that model year only.

I am so sick of government BS...it's all about fricken TAXES and nothing to do with SAFETY. I don't give a rats ass what those jackasses in Ottawa or ICBC decide (just read their report on RHD vehicles...) I am and will be driving my beloved Husaberg on and off the road. It's got all the goodies and more than any bike you can buy off the floor with the documents and if they decide to refuse my registration at a later date I am not going to stop riding it unless they provide me with the full value of the bike that is. If they feel it's such a safety hazard. It better get grandfathered or they better start writing cheques...like thats going to happen.
