How difficult is it to plate a CRF150F?

Have a offroad only Honda CRF150F, I know Tusk sells a universal lighting kit that allows you to add turn signals and stuff.

What is the process of getting a bike inspected and road legal? Is it pretty straightforward?

I believe you would have to bring it to a ICBC designated inspection facility that can inspect motorcycles.
It would have to meet the requirements. Is there a shop that builds custom motorcycles? They would likely be an inspection facility or have one that they could recommend.
