It's normal for the bike to be hard to shift, especially into neutral in cold weather with heavy oil. Try it fully warmed up or with lower viscosity oil. Like joker650 says, make sure the clutch has lots of free-play, and the clutch plates are not hanging up on the clutch basket. I've heard that some types of synthetic oil can alter the clutch action and make it sticky. A bike that's stored for a length of time with the clutch in the normal position will often take a 'set' and be sticky for the first few hours of operation. Owners of some types of bikes strap their clutch levers in over the winter to make sure the plates are free and avoid a sticky clutch in the spring.
A problem finding neutral on a bike often goes away after the bike is fully warm with proper oil and if your bike shifts normally into the other gears it's probably okay. If your bike slips into neutral while in gear, or you have a neutral between other gears besides 1st and 2nd.....then you got problems.
